3、防止资本外逃或大规模的投机性资本流动，维护本国金融市场的稳定
经济实力较弱的国家存在着非常多的可供投机资本利用的缺陷。例如，在经济高速发展时商品价格、股票价格、房地产价格往往上升得高于其内在价值。在没有外汇管制的情况下，这会吸引投机性资本流入，后者会显著加剧价格信号的扭曲。一旦泡沫破灭，投机性资本外逃，又会引发一系列连锁反应，造成经济局势迅速恶化。外汇管制是这些国家维护本国金融市场稳定运行的有效手段。
4、增加本国的国际储备任何国家都需要持有一定数量的国际储备资产。
国际储备不足的国家可以通过多种途径来增加国际储备，但是其中多数措施需要长期施行才能取得明显成效。外汇管制有助于政府实现增加国际储备的目的。
