3、防止資本外逃或大規模的投機性資本流動，維護本國金融市場的穩定
經濟實力較弱的國家存在著非常多的可供投機資本利用的缺陷。例如，在經濟高速發展時商品價格、股票價格、房地產價格往往上升得高於其內在價值。在沒有外匯管制的情況下，這會吸引投機性資本流入，後者會顯著加劇價格信號的扭曲。一旦泡沫破滅，投機性資本外逃，又會引發一系列連鎖反應，造成經濟局勢迅速惡化。外匯管制是這些國家維護本國金融市場穩定運行的有效手段。
4、增加本國的國際儲備任何國家都需要持有一定數量的國際儲備資產。
國際儲備不足的國家可以通過多種途徑來增加國際儲備，但是其中多數措施需要長期施行才能取得明顯成效。外匯管制有助於政府實現增加國際儲備的目的。
